It hasn't. It has been used only in instances of serious crisis - during Reconstruction of the South, during desegregation in the '60s, and the LA riots in the '90s. Trump has sent the army to take on the role of the police force in a city with a declining crime rate. All to please the ***** that are his ignorant base.
