I'm pretty sure that HIASI is referring to the tally of individual persons' votes in the 2024 U.S. presidential election. President Trump garnered 49.8% of those votes--a plurality, but not a majority.
President Trump won fair and square in 2024--just as Biden did in 2020--but neither his tally in the popular vote nor his total in the Electoral College voting (a smaller number than in either of Obama's wins) would meet most people's definition of "overwhelming."
