Lawsuits will happen over any thing he does. Though I wonder if we'll see states sue over his banning men from women's sports. I can't see it really happening as it's such a popular position, but who knows what Cali / Illinois / NY / Maryland will do?

Any other President and this would be a huge scandal. The press would swarm and the public would demand answers immediately for the incompetence. Most Presidents would carry this with their reputation and not able to shake it.
With Trump, this is only about the 8th worst thing he did last week.
