What we are seeing with Trump's foreign policy is that world leaders have figured out how to play Trump. Instead of having normal diplomatic negotiations with state department diplomats working with their counterparts to try and see what sort of agreements can be hashed out between two countries, leaders have figured out that Trump can be played by going at him directly with a "deal" that plays out like a real estate development.
Zelensky offered to let the US develop Ukraine's rare earth minerals. Trump loved the idea and rolled with it claiming that future aid will be contingent on a deal for rare earth minerals. What Zelensky knows and Trump does not is that most of the known rare earth minerals are in the eastern part of Ukraine, which is currently occupied by Russia. So, Trump effectively would have to push Russia out of Donbas in order to get Ukraine's rare earth minerals.
Similar thing happened with Israel. Netanyahu knows that Israel's military cannot clear Hamas out of Gaza. Israel need the US military to do that. With Biden, Netanyahu did his best to provoke a wider conflict with Iran and Syria to draw the US into the conflict with Hamas. But Iran and Syria did not bite. Now, Netanyahu proposed a real estate deal with Trump. If the US clears out Hamas from Gaza, Trump can redevelop prime real estate on the Mediterranean.
Finally, Bukele in El Salvador also played Trump. His offer to let Trump deport undocumented immigrants to El Salvador is just a play to get the US to back his regime and protect him from the military. Bukele was a dark horse candidate and has never been popular with the traditional power structure in El Salvador (military and wealthy land owners). His war on gangs has empowered the military to take a much more active role in civil society. Bukele is hoping that US backing of his regime will create a bulwark against any inclination the military has to taking power again.
