Verkhoyansk and Oymyakon seem to be the coldest permanently inhabited places on earth.
Yakutsk the coldest city with at least 100,000 inhabitants.
now if we consider "major" cities with at least 1,000,000 inhabitants then probably it is the capital of Mongolia, Ulan Bator.
It is colder than Harbin and others.
One thing that often gets ignored as well is wind chill. Living in a place that has -20F lows every single day in January really isn't terrible if there's no wind. Living in the plains provinces of Canada or the plains of Montana and North Dakota and you get low temperatures below zero every night, but with WIND. And this is wind that can kill people. I would imagine that inland areas in the far east such as Mongolia have similar climates with wind. We can't ignore the fact that below zero temps with wind is worse IMO than -20F or -30F with no wind.
I also grew up in Ottawa playing hockey on outdoor rinks. I'd guess most places on the prairie between Winnipeg and Edmonton are colder than Ottawa. I once took a Greyhound from Ottawa to Vancouver in winter, across the prairies with no heat on the bus. Damn that was cold.

I grew up in Ottawa; winter is quite tolerable there, and people do get outside a lot. I played hockey on a lit outdoor rink almost every evening. A better winter than, say, Toronto, with its warmer freeze/thaw snow/slush/ice weather.

After Fairbanks, North Dakota tops the coldest places in the US. Still would not want to go to Western State in Gunnison.
