This is all under your assumption that Andy Sloan actually has a charity bib instead of a normal bib. We do not know which type of bib he has right now without getting London Marathon to investigate. Either way, Andy Sloan and the whole WWTW organization should have known better than to cheat the rules.

Andy Sloan is an event organizer himself so he knows the rules that you cannot swap charity bibs after the deadline under any circumstances. He knows he was running under someone else's bib as indicated in the Just Giving comments.

A. A charity may transfer a charity entry to another runner prior to the closing date. Before this date, a charity may delete the original runner from the entry console and allocate the running number to another participant.
It is not possible to transfer a charity entry after the closing date under any circumstances.

I wonder if this is our Stuart Travis runner. It's not a very common name and there is only one runner with that name. He looks to be capable of running a half marathon in about 1:25-1:28.
