Not a 400 but my fitness center had a challange a couple weeks ago. 15% incline at 6 minute pace. Jump on and go as long as you can. It's like the last 200 of a mile if you go all out. Your legs start getting rubbery and hard to keep up with the belt. Then your breathing goes but you want to just get one more second. You have to decide when to jump off or the belt would take you off the back.
I made it 33 seconds.
Treadmill calculator says that is 3:34/mile pace (about 27 second 200)
