Now Rupp, who claims to want to join the OU team after so many people have stated he would not want or need to run in college when he can run Pro, is going to continue training under Alberto. At the same time Rupp will do the teams workouts. If Rupp will continue to train under Alberto, but he will do the teams workouts, then Alberto is calling the shots. Which means Tyson is Alberto’s Puppet. Open your eyes.

If you fail to see why I believe Tyson is a puppet after I tried to explain it, then there is no use for me to continue in this discussion. Enjoy the happy times at OU, oops, I mean University of Oregon land. It really sounds like a fun place.
You're argument is based on the above statement that Rupp is going to be doing all the same workouts the team is doing, but that Salazar is coming up with Rupp's workouts. That hasn't been stated anywhere but in a post on this board. I don't believe that accurately sums up the situation. My opinion, from what I've read and heard, is that Rupp will be doing some workouts on his own. Rule wise, he'll have to if he's working with Salazar. I'd put the odds somewhere around zero that Tyson would leave Mead mid-season to go give Salazar's workouts to Oregon's distance runners. Other than Rupp, I don't think Salazar is going to be more than casually involved in training/workout decisions.
