I am not saying the American women are for sure not doping...in my mind there is a 60% chance some of them are as well as those from other countries. However, I think it is far more likely (95% in my mind) that Ayana, the Dibabas, the steepler, and a few others are. I just think there is a much bigger benefit to be had when you can do a full blown doping program without fear of OOC testing vs only being able to microdose in a more rigorous OOC environment.

well sure that, and the dollar factor - if Ayana can cheat and make $250,000 in a few years, she will be one of the richest people in Ethiopia even if she is caught. And, importantly, it's running or nothing...she has no other option to make that kind of money.
American women don't have that kind of financial incentive to cheat.

Its only the Africans now because the Russians are (rightfully) banned. Any one of the athletes you mention could be dirty, however, they have a much more rigorous and non-corrupt systems in place to prevent them, versus a corrupt and non-rigorous system.

To be honest when I read the thread title my brain auto-corrected to 9:07 because that is what makes sense from the context...would not surprise me if that is the case for moderators as well. I was surprised to read it said 8:07. Doesn't seem like a big deal, in an article yes but bit on the boards. Have you seen the boards?
