Teaching online classes is a good idea. My cousin has been teaching English to Chinese students for about 5-6 months now with this company called VIP Kid.
I don't have a stake in it, and I assumed it was a scam when I heard about it, but so far seems legit work from home. You wife might want to look into it, or some other online education provider. There are plenty of online K-12 programs for home schooled kids and such - they'd probably value that fact she has experience working with students.
Also, I assume there is a K-12 school in town or near it... if nothing else, put up some posters to tutor elementary or high school kids, she probably knows enough about those subjects to tutor non-collegiate level stuff.
Finally, what about SAT prep or whatnot? Depends how many kids in the hick town go to college, but if there are even just a few that want to - her experience in college admin could be helpful- prepping college admin essays, selecting colleges to look at etc.... if the parents in hick town haven't been to college, it can be a daunting experience for first generation.
Heck, maybe she starts a business on college-prep readiness or such and target markets that to the students in HS. It would be a low start up cost business and would give her flexibility to do other things too.
