How is it possible to get so much wrong?! Nearly everything you say is factually inaccurate.
David Millar never rode for High Road. David Millar is nearly the same rider he was when he was an admitted doper. The only thing that has changed is "admitted."
CSC's anti-doping program was a joke. They gave the doctor overseeing it the gift of a bike. No conflict of interest there. CSC/Saxo Bank is led by one of the most notorious, reckless, amoral, unrepentent drug cheats the world of sport has ever known - Bjarne Riis. Anyone who joins Riis' teams suddenly become world beaters like Bobby Julich, Andy Schleck, Ivan Basso, Jens Voigt, Fabian Cancellara, Stuart O'grady. No one joins CSC and fails to make massive improvements.
Bruyneel came to Astana the year after Vino and Kasheshkin were booted for transfusions. The Bruyneel era and the Vino era did not overlap. Oh, and the year Bruyneel joined Astana, they brought on the same doctor CSC hired to monitor the team's anti-doping activity. You should have found this comforting! I'm sure the Bruyneel era was just as corrupt, but it was a different system.
Armstrong got 3rd in his first Tour returning from his retirement. How this isn't impressive is beyond me. The next year was a disaster, but mainly because all the luck he had in his previous Tours abandoned him completely (numerous crashes, ill-timed punctures).
Why do you think the sport is any cleaner than it was? There's still a constant stream of drug scandals. The performances are fast as ever maybe with the exception of the absolute free-for-all drug festival of the 1990's. Have you watched Contador? He climbs like Pantani. No one has climbed so explosively since Marco.
