No. It's because you can't spell. His first name is Laurence--with a U not W. Try that search at marathonguide.com again and tell us what you find.
Ah OK, I see it now but there are 2 ways to spell it and quite a debate about which one is the better spelling:

Here is what I have to say about all of this... I don't think a one-time cheater should be dragged through the mud, but i do think the RD deserves to be contacted.
Now, in the case of this guy, it seems that he was busted and then continued to do the same thing over-and-over again. That is a different story.
I'm in the same camp as most of you, I don't really understand why someone would cheat. It just doesn't make any sense. I guess in his case it was to qualify for Boston, but then he apparently tried to cheat at Boston? WTF?
One thing I would bring up is that sometimes people don't care about their times and might cut for different reasons. I had a group of friends at one time who used to "run" a half-marathon each year for the after party. They would start the race, run the first 3-4 miles and then head back to the finish via a different route stopping at a few bars along the way for drinks. It wasn't a big race and they didn't try to hide what they were doing. They weren't runners, but the race had a good party and they felt like their shortened run was a solid effort for them. Now, they never came anywhere near a competitive time, so it wasn't like they were ruining people's chances of qualifying for something, but they still probably displaced some walkers/slow runners in terms of overall placing.
My point is that they didn't do it in a malevolent way. they just wanted to be a part of the event and had no reason to care. I used to give the guy a hard time, but someone like him doesn't deserve to be totally vilified online. Anyway, just an opinion on the "outing" trend that's been around for a few years.
