Chicago's plan for 2016 (if bid is accepted) is to spend $400 million on a "temporary" 80,000 seat stadium, which will be converted to 10,000 immediately after the conclusion of the Games.
OK - I know you were just trolling - or maybe it was that WSU education - that made you throw in that "too bad that Cal is only a mid-major track program comment". Granted, Cal is no UofO - but, I don't think 7th best XC/T&F program in the country qualifies as "mid-major". Suck it "dude":
BERKELEY - Cal's men's track & field and cross country program has been ranked as the seventh-best program in the country in the inaugural John McDonnell Program of the Year standings.
Cal totaled 61 points after taking 22nd in cross country, 12th at NCAA indoors and 25th at NCAA outdoors. The indoor finish was the team's highest ever, and the Bears capped the season with Martin Maric's national title in the discus at the outdoor meet.
It's my understanding that Huskie Stadium's upper deck suffers from the same sight line problems as the upper deck at Penn. That is to say, unless you're sitting on the rail, you're going to miss a good third of every lap, and possibly entire straightaway races.

Pretty sure the track at the Dome was removed.
The rumor is that Manley Fieldhouse is being converted to an indoor football facility since SU has no interest in anything but XC (track & field are irrelevant in their current program direction).

I saw the '92 NCAA Championships at UT Austin. It was a great facility. I guess when Texas got good at football again, the track was removed. That night three teams broke 3:00 minutes for the 4x400. I think LSU, Ga. Tech, and I forget the other team, maybe it was Baylor. At the 2009 World Championships, only the U.S. broke 3:00.
Maybe RFK could be rebuilt as an international soccer/track stadium. The Redskins ain't coming back. FedEx is a license to print money, even though they've sucked since Snyder has taken over.
Reebok had about 8,000 seats this past year and the stadium could be extended to 20-30K if needed. Also, there are only 3 tracks in the United States that can host a world championship. It has to be a IAAF class 1 facility.
To my understanding Eugene is more than happy to do its part for track and field by hosting USATF and NCAA championships. World Championships? Never has Eugene shown an interest in an event such as that.
I might be wrong but I do not believe Eugene is a Class 1 facility.
I beleive that the Class 1 Facilities in the US are:
Icohn Stadium (NYC)
John McDonell Stadium (Fayetteville)
Haywood Field (Eugene)
.. while the track has been removed, one could certainly be built again inside the LA Coliseum - they don't use it for anything anymore but USC football games. And the air quality has gotten much better since 84 .. .
