Chris Ius ran 10.18 PB this season, and 20.55 PB and was in good shape. Yes for a 100-200 guy a conversion under 2 x is very good. Clearly he had better conditions for the 200 - and he is tough and held on almost as well as Calab Law.
It's not that hard to work out - they had a good tailwind around the bend which is not measured. Though that is surprising, because the wind was mainly from the West or NW yesterday, not the NE.
Ok, based on live weather yesterday, and recorded observations the average (no gusts) was 5m/s WNW to W (no easterly at all). Max from 1:30/2:00/2:30pm is 19km/h (18kmh=5m/s). The stadium is in a NNE orientation, i.e. the straight is in the SSW direction, with a NNE being a complete tail wind. The WNW wind (and definitely Westerly) would be almost completely blocked by the stand for the straight. There would be absolutely no tail in straight other than swirling around the stand depending on where the anemometer is placed, and logically less so the further you go down straight. But the bend would be totally unprotected from a NNW (head) wind. In fact the initial part directly into wind, and bend apex heading west. Look it up yourselves if you don't agree.
Logically a 1.7m/s could be the reading (again, depending where it is), but the straight runs NNE to SSW
If the results 'are' suss, it would be some other reason, can't think of any to be honest.
