When did he refuse? They were under judicial seal until like October and he would not have been able to even know everyone whose name was in there by the election.
Then there is the fact that victim names needed to be redacted and there are likely images/videos that could be considered child pornography so that definitely could not just be released. By the time the justice department was done reviewing the files (a process started by Biden) they presented them to the attorney general (Pam Bondi) who based on the information she knew to be in there decided with Kash Patel not to release them.

Trump didn’t need Congress to vote to compel their release. He could order their release now, or could have done so at any point in the last 10 months. Why didn’t he? Why is a GOP rep the only one to vote against their release? What are the Trumpers trying to hide? What don’t you understand?

It would have been the DOJ, and not Biden, that decided not to release the files. People seem to forget that other POTUS’s besides Trump, have had a hands off approach to the DOJ. Rather than being Attorney General, Bondi is Trump’s private lawyer.

He’s mentioned 1600 times in the files we know about. We’ll see how many more and in what context he’s named in the rest of them. Given his past public statements about how he’s entitled to sexually assault women because of his wealth, his love of being a beauty pageant owner because it allows him to creep on undressed contestants, and his sexualized comments about his own daughter, I’d hate to be a Trump supporter right about now.
As for why Trump didn't earlier - maybe he wanted to use them for maximum political damage.
I'm not convinced alienating some of his biggest MAGA supporters was the greatest plan in the world though. Things are a bit of a mess in MAGAland at the moment due to Trump's terror about the files being released.
