I'm pretty sure i just heard about this thing a few days, but I saw on some completely unrelated youtube video today the guy described it and apparently its just from some random video on the internet where someone has their arms out as if they are weighing two options and they say "6, 7" as if those are the two options. Not sure if the video was funny or something, like why it became a meme, but yeah, it's literally a meaningless thing. It's not some sort of slang or has any sort of meaning, just meaningless reference to some random video. Basically the dumbest yet example of a meme.
Just let kids have their fun with this dumb saying. It isn't something that needs to be punished especially because, as you say, it has no meaning.

kids are beginning to exaggerate the hand gestures associated with it and now, without realizing it, are doing the "big balls" gesture. Seen kids at recess hit a jump shot over a friend and turn and do that gesture while yelling 6-7.

If they want to get rid of 6-7, they just need the teachers and administrators to use it all the time. Start class with it. Put it in every lesson and gathering. It'll be dropped in days.
