This is not correct. There is much more genetic variety found between the different ethnic groups in Africa than anywhere else on the planet. This is due to the fact that it was only a fraction of the original human population in Africa that left and went on to populate Europe, Asia, the Americas and so on.

But even if you;re right the population of China is much bigger than Europe's or the US's, or Japan's all groups who should be less ethically diverse than Africa's yet all of them produce more good distance runners than China does. And if there is more genetic diversity in Africa than there is anywhere else the number of people possessing each variety will be fairly small. So the number of East Africans with the genetic arrangement that confers whatever the talent for running is probably still is smaller than the number of people from much larger populations have.
