You are absolutely correct!!! This camera angle and slo-mo is much more conclusive. Connor is actually behind Gobena. Gobena is reaching for the tape. Having been in that situation multiple times (both ends), you know when you've been out leaned and or out leaned someone. Connor knew he didn't win, thus not arguing or protesting.

The only reason he put his arm out was because he knew Mantz was closing in fast and threatened his win.
As the top American marathoner, Mantz probably gets a lot more money from Nike and much larger appearance fees than Gobena, who is just another good Ethiopian. The extra $30K likely means a lot more to Gobena.
Not to say that Gobena should have been DQ'd (I think "that's racing") but this is the worst justification EVER. So what if the extra $30K means 'a lot more' to Gobena? Maybe we could have found someone else in the Top 10 who was poorer than Gobena and give the win to that guy?
