I'm not saying East African dominance started because of Diack, but any mention of EPO tests being a relevant factor is wrong because they simply weren't being tested until a couple years ago.

My thesis is that Kenya is always 10 years behind Europe when it comes to doping.
There was no state sponsored doping in Kenya in the 1980s nor was there blood doping.
EPO use was not rampant in Kenya in the 1990s, thats why they would get blown away
EPO use became rampant in Kenya around 2010.
Kenya is still behind the curveball. Whereas western nations have perfected techniques like microdosing, Kenyans are using the techniques of the 1990s like Bribery (see Asbel Kiprop).
Since Kenyans are using old techniques, they are getting busted whereas obvious European dopers like Mo Farah and others who come from nowhere are never busted.
In 1984, a Finn (Matt Vainio) was busted due to blood doping.
But it wasn't the blood doping that got him busted. It was the fact that right before the Olympics, he injected his own blood that had steroids. He had been taking steroids weeks before the Olympics when the blood was drawn. When the blood was injected back right before the Olympics, it caused him to test positive for steroids.

I somewhat agree with that. But I wouldn't call that "old techniques", rather old habits. Too many Kenyans are still used to the good old times where there would either be no out of competition testing in Kenya, or it would be announced 1 - 2 days ahead of time, or it would at least be handled by their own ADAK with tea money instead of by the AIU. Not surprisingly, all the big fish like Cherono and Sumgong etc. have been caught by the AIU, not ADAK. Their biggest success is IIRC the recent case of Saruni with his in competition test evasion - a good example for my point about old habits of Kenyan dopers. Farah or Houlihan would never have shown up glowing at a meeting, way too professional.
Sooner or later the Kenyans will have to go down to microdosing like Farah and Houlihan etc. Then it will be interesting to see what impact that will have on their dominance, for example compared with Uganda.

Yep, the AIU starting up was a big turning point.
They basically told Kenya that they had to start policing their own a little bit or the AIU would actually have to really go to work, and who knew what sort of stuff they would come up with, with just the most basic of investigation.
African performances explode as soon as EPO comes on the market, they dominate for 30 years, then markedly decline as soon as they are properly tested for said drug.
