Notre Dame's outdoor track is fine. I think they hosted meets there during covid but have never hosted at other times? I'd assume it'd be windy though with its location in northern Indiana in the spring
Their indoor track is great though. 320m feels like an outdoor track
BYU has the worst indoor track I've ever seen at a DI college, and it is worse than most of the high school and DIII tracks that I've seen over the last several years. Oregon I only know about Hayward but that's iconic for a reason. I don't know anything about Washington so I won't.
university of nevada reno's new indoor mondo track ranks up there. plus there is a brothel less than an hour away. that puts it over the top.

Yeah, I'm going on aesthetics and sticking with my west coast bias: Humboldt, San Francisco State, and UCSD are all gorgeous and make you happy and inspired to be there. What more are you looking for?
It is a simple answer, Arkansas and TAMU. I am sure when Oregon builds their indoor facility we will be adding them to the list. To mention any track on the west coast is crazy. UDub is a football facility with an odd track around it, similar to ND.
Reno new indoor is nice. But it is temporary.
ATM and Arkansas have dedicated track facilities indoors and outdoors.
