Everyone keeps say that Lance never failed a test but he actually had a positive ant one point and covered it up by forging medical documentation.
People should never say never. Lance was not sanctioned for it, but he failed many tests. I don't understand why more people don't know that, but rather just propogate the lie.
Fact: Lance failed 4 tests in July 1999 for cortico-steroids.
Lance was able to persuade a sympathetic UCI not to sanction him, with an obvious post-dated prescription. If it were the AIU today, and Lance were Kenyan, Lance would have been sanctioned for the failed tests, and for tampering with the process.
Subsequently, in research conducted in 2003/2004, he tested positive again 6 more times in 1999 for EPO, with two more samples suspicious, but below the criteria. Once again, it was not sanctionable for several reasons (samples for research are not destroyed under the condition of anonymity, no B-sample confirmation).
Nevertheless, for those who say never, that's 10 failed tests for 1999 alone -- his comeback year.
1) Armstrong's only official positive tests in 1999 were excused by UCI, which accepted a backdated TUE against the rules. (The research tests don't really count as you said, and also were only about 1999.)
2) Despite his ongoing doping to-the-gills during his wins from 2000 - 2005, he never tested positive again. Lesson learned, I suppose.
3) USADA (which began operating in 2000) never caught him with a positive test, not even from a frozen sample.
4) Even during his comeback 2009 - 2011, with the ABP in force since 2008 (UCI, not IAAF), he never was caught.
And don't kid yourself: Back then, the IAAF wasn't exactly better than the UCI with regards to banning their stars after positive tests, and neither was USATF (f.ex. Shobukhova and Lewis).
I looked through the whole list for 2023. Honestly, I'm a bit surprised by how infrequently some of these guys are tested. I always thought USADA random testing was one of the best ways to deter doping, but if you only get tested 5 times a year, you can take a drug with a 24 hour half life with almost complete certainty you won't get busted.
