Okay dumb question but how does EPO work? Does it cause any longer term physiological changes? Or does it only "work" when it's coursing through your veins?
Obviously, if you take EPO and train, you will get benefits from the higher quality training that outlast the drug being in your system.
EPO raises hematocrit/hemoglobin. This directly boosts performance. It has nothing to do with "higher quality training" enabled by the drug. Blood transfusions have the same effect; higher hematocrit/hemoglobin.
Additionally, while anabolic steroids/testosterone/SARMs do enable harder/more frequent training, the primary benefit from anabolics comes from superior adaptation to the training itself. In other words, people on anabolics improve faster than people not on anabolics when both groups are given identical training.
