I have the same women's teams as you, but in a different order. Nebraska Kearney should get in first as they beat SC#4 CSU-Pueblo at Chile Pepper. That gives Nebraska-Kearney wins over Pueblo, but also the West since SC#5 Western Colorado beat the whole West region at Pre-Nats. Nebraska-Kearney also beats MW#4 Saginaw Valley since C#5 Winona beat SVSU at Lewis.
Next would be SC#4 CSU Pueblo. They get in over C#5 Winona due to SC#7 Colorado Christian's win over Winona at Lewis.
Western Colorado is next due to the same logic.
West Texas A&M is next due to the same logic.
Colorado Christian gets in next as they have direct wins over Winona and Saginaw Valley. CCU has an indirect win over W#4 Cal Poly Pomona due to SC#8 Westminster's win over CPP at Pre-Nats.
Dallas Baptist gets in next due to an indirect win over Winona via beating Nebraska Kearney at Chile Pepper.
Winona is next. Direct win over SVSU. Indirect win via this chain: Winona > SVSU (Lewis), SVSU > SW Baptist (MW Region), SW Baptist > Cal State East Bay (MSSU Stampede), CSUEB > Westminster (Pre-Nats), Westminster > Cal Poly Pomona (Pre-Nats). This gives Winona wins over the next team from the MW, SC, and W. The thing I'm not totally sure about here is what to do with CSU East Bay vs. Cal Poly Pomona as they split some races this year (East Bay won at Pre-Nats and conference, but Pomona had the good regional race).
Minnesota Duluth is next. Same chains as Winona's since Duluth also beat SVSU at Lewis.
Then SVSU or NW Missouri. I had a way to break this, but I can't remember what it was now. Either way you go, I have the other team getting selected next.
