In a Sunday Times report on a large collection of blood samples from 2001-2012, GB was 4% "suspicious", Germany was 6%, Ethiopia 8%, and Kenya 11%. The worldwide average was 14%. That's for EPO and blood doping, which you think explains Kenya's rise to dominance as far back as 1987. Similarly in three IAAF studies covering 2001-2008, 2011 and 2013, assuming letsrun sleuths are correct with identifying countries, Kenya and Ethiopia were usually around average, and always far behind Russia.
