People leave because it is expensive. It is expensive because it is a desirable place to live with lots of good jobs. An inexpensive place is cheap because it does not have jobs and it is not desirable.
I grew up in the south and moved to Orange County after college. The plan was to get some work experience for a few years and go back. That was the 90s and I still live in OC. It was better than I had ever imagined. I surf, run, mountain bike year round. It would be a very different experience a bit inland, in the San Joaquin valley, etc.
My kids go to school in OC. Kids are kids no matter where you are and their experience is not dramatically different from school in other places, but there is a lot more money here than where I grew up. With that and the accessibility of beaches, there are more hobbies like surfing. But most kids play little league & soccer like everywhere else.
So it has some great things, some drawbacks. But ultimately you still spend 8hrs a day at school / work. After that there are more hobby opportunities than most places and better weather to enjoy them. So my life satisfaction is high living here.
