That makes Tuohy eligible to run til 2025 but I doubt Tuohy would use all her eligibility at NCAA.
No 2024
2020 and winter 2021 didn't count... but spring and fall 2021 did...
So 2021,2022,2023, 2024 will be her four years of eligibility!
You get 4 years of Eligibility and if you redshirt you can spread that over 5 years
But for anything beyond 5 years you have to get approval from the NCAA based on medical or other reasons to provide an exemption
So basically once you enroll in a college you're 5-year time frame starts ticking away and you get to compete four years...
Not 100% sure but the NCAA might allow you to redshirt and use the covid year so maybe starliper would get through 2025... But that would be because she didn't compete at all in the 2021 season while tuohy did!

The additional covid year rule applies to everyone enrolled during 2020, which then makes Tuohy eligible till 2025 indoor, has 3 xc seasons left to run which is 2022, 2023 and 2024. What I do know for sure is that Rauber red shirted last year and Starliper was listed as an alternate, hence I'm not sure about whether she saved one season or has the same as Tuohy, but hopefully she can maximize her eligibility.
For those who care, the schedules are lining up this way:
Colorado and Arkansas will be at the OSU Cowboy Jamboree Sep 24
New Mexico and NC State will be at the ND Joe Piane Invitational Sep 30
New Mexico, NC State, Notre Dame, Arkansas, Colorado and BYU should be at the Nuttycombe Oct 14 (but no OSU who seem to be hosting a "Pre Nats" that day.
No schedules yet from NAU, Alabama, Stanford and BYU
Oh wait. I just now saw you said 2023. Not this fall. Yes, Shaw and Seymour would be gone. But hopefully Chmiel chooses to use her last year of eligibility in 2023.

Some additions: Alabama to Joe Piane;, BYU, NAU, Stanford, Kentucky, Ole Miss, Utah Valley (and more) to Cowboy Jamboree; NAU, Stanford, Providence, Utah Valley (and more) to Nuttycombe. Still no Oregon schedule or roster that I see.
The times for her I've seen aren't that impressive. So maybe she will need at least a year to develop. Perhaps what she has achieved thus far was on relatively low mileage training, and she has a big upside?

Or she gets injured due to nc state's super high mileage and tough workouts

And what evidence do you have to make such an accusation? I've not seen any rash of injuries at NC State recently, and of the few injuries that have occurred (Chmiel with a minor injury in outdoor a few months ago), it was never blamed by anyone on high mileage. And Chmiel is now healthy again and training, as she was photographed running with the team in photos posted on the official NC State social media in the last few days.
What you are seeing at NC State is actually the opposite, IMO. Tuohy and Starliper, for example, were injured PRIOR to entering NC State and came into college injured. They were injured in high school. As Coach Henes has stated publicly many times, their policy is to ease their freshmen into collegiate training, in order to keep them healthy long term. And that's what you see with Tuohy and Starliper. They have now recovered from their injuries from high school, and are thriving in college.

Also want to add that Henes has stated that she was very conservative with bringing Tuohy and Starliper back from their injuries, making sure that they were completely healthy before resuming racing and training. Also, Henes has talked in interviews about how she has to "hold back" Tuohy and Chmiel from wanting to run higher mileage -- she says that Tuohy and Chmiel have pressured Henes to let them go on a "season ending LONG run" in training, and that Henes has not allowed it. She speculated that Tuohy and Chmiel may one day want to run marathons, after college.
So what you are saying appears to be completely off base. Henes makes great efforts to keep her athletes healthy, and limit their mileage.

Starliper struggled for 2 years just to get away from the injuries. No guarantee she will not re-injure herself as miles piles up and workouts getting harder.
