No. You just can't "look" fast. You have to have "the engine" to do so. Plenty of "skinny people" are slow due to low VO2 max, lactate threshold, etc.
When I was in the military some of the worse people during distance runs were often the naturally skinny ones. I suspect this was due to malnutrition and lack of physical activity. I know everyone one is built different but for endurance athletes there's going be some level of muscular development and vascularity where as naturally skinny people didn't have any real muscle definition.

But there are big tells. I remember in high school I could pretty accurately point out who was going to be a threat in a race and who wasn’t before it started.
Theres a certain area of muscle above your knee that will only look toned on a skinnier guy if he’s running a lot of mileage or a lot of hills. Your arms will also have a certain build to them if the main exercise they get is the running motion.
You also look at people like Cade Flatt, Donovan Brazier, Clayton Murphy etc. They are all fast skinny. Anyone with that slim but well built physique gets that from something and it’s not the weight room.
A runner build is definitely different than a scrawny build.
