4 Years really MEANS 18 Months, as people usually get a Day Off for each Day served, And Russia is probably easier on Offenders then the USA Jail/Prison system is, as you don't hear about Mass Incarceration in Russia. Yes EVERY SINGLE ONE who is convicted should get a similar sentence if they are not a repeat offender, The Law has to be applied equally to all, Actually I think Griner likely will be able to get a Top notch lawyer, who will probably get her off, or if convicted get time served, The System seems to go easy on First time offenders and if the drug is not dangerous they will likely give her a break.

Yes, actually - the criminalization of drugs is directly an import of settler colonialism. It was a flagship foreign policy objective of US imperialism as well. Historical accounts of cannabis culture in Africa have been suppressed, drug laws finance private prisons, etc.
