Easy event to put on. Low cost venue; just grass, dirt, mud, snow, temporary stands, spectators lining the course. Most every winter Olympic venue has golf courses. Heck, have it on the cross country ski course after the cross country skiing events are over. Scrape the snow away, plenty of hills, stadium venue with final loops inside the stadium area. Just like cross country skiing there could be a team relay event and an individual event.

If T&F is the most viewed Olympic sport, it is only natural to capitalize on that in the winter. It’s called value add.
Viewership would not be great and the vast majority of people watching will be people that have competed in distance running. Just putting the Olympics label on XC doesn't mean everyone is going to watch and much less enjoy it. Among other sports, I don't watch figure skating and that thing with the brooms. Do you guys watch synchronized swimming and rhythmic gymnastics and become avid fans?
It would mostly be a pack of East-Africans running for 35 minutes and I'm not convinced there will be much interest from the top runners, especially if the weather sucks.
