If you get illegal immigrants into your country it is because you failed at the boarders and you don't give people who let them job for them get high enough punishments to stop it. Now, one thing I found when grading papers as a professor at one of the 8 top tier schools on the East coast back in grad school was, when they had hundreds of pages of text to read for an assignment, they would often be overloaded and respond by pulling out a few pieces they pretended to know very well and often ignored the broad understanding and intention of passage. This was to use up space in word count by saving time. Easy to spot.
Deflecting the main point of the argument and devolving / interrogating one portion of it seems much like this, only the intent to save time has been replaced with the intent to agitate and name call, possibly hoping that would win some sort of point of discussion, although the point has been ignored.
