To me it is a miracle that they could find it in this area. And how they could mobilize so much speliciazed equipment from many different countries in such a short time

The Coast Guard said in a brief statement on Twitter that some of the remote-operated vehicles involved in the search had been relocated in an attempt to determine the origin of the sounds.
Except it wouldn't have exploded as it's not explosive
No, it would not have "exploded" due to explosive material, but a breach of the vessel would involve loss of internal pressure and it would have "imploded", which is similar to an explosion, but in reverse (inward).
This became important detail as to the sound it would have transmitted because one of the questions asked during US Coast Guard press conference, someone asked if the slow arrival of rescue equipment had any effect on the outcome, and the head of the US Coast guard pointed out that sonar equipment listening for implosions over the last few days did not hear anything, which tends to indicate that the implosion happened upon the Titan first descending, early in their trip.
Except an explosion is not "similar to" an implosion. It's not a balloon popping, it's more like crushing a beer can but made out of carbon fiber. The only thing emanating outward would be the cabin's air as gas bubbling up to the surface. But yes, this would have most likely occurred that first day, well before sophisticated listening equipment showed up.

Agencies like the Coast Guard are on duty anyway. The cost isn't much different than if they were doing training and patrolling, which they would be doing anyway.
The groups (mostly private?) bringing their submersible remote operated vehicles love nothing better to have something to do to play with their toys (legitimate research tools, but yes, they see them as fun toys too). They get a kick out of helping out, and I'm sure the group that found the debris field of the Titan is glad they came even with no reimbursement. It's a worthy operation along the lines of whatever else they use their ROVs for.
It's the same for people who volunteer for search and rescue. They get a sense of excitement (a type of fun) satisfaction, and perhaps duty doing it because they (the volunteer type anyway) aren't getting paid.

When pressure builds up inside of a contained space, it pushes outward as an explosion. Think of blowing up a balloon too much, and at a certain point when the material cannot take the stress anymore, it pops. The opposite is true for containers that have more pressure than they can withstand pushing inward, then an implosion occurs."

Aren't military submarines all double hulled and if so why not private craft taking advantage of such useful design?
Nope. Soviet/Russian subs, for example, are double hulled. USN subs are not. The reasons for the double hull (second hull outside the pressure hull) is to make it easier to provide a streamlined shape and possibly some protection against torpedoes. Otherwise it just adds weight.
