A losing record at that level means he isnt amongst the very best in the event. They dominated in a way he hasn't - and not just at the Olympics. He doesn't have to match those achievements to be the GOAT. He may have a unique combination.
Having achievements in a bunch of different events won't make him the greatest in history but a very good all-round athlete. The best specialists are better because of their level of achievement. In any case, he won't surpass Nurmi for all-round achievements. There are too many athletes today who are too good in their specialist events for them to be beaten in the big races by a good all-rounder, like Nurmi was.

The funny part about Army saying you can't discredit runners for not showing up to races is that he says Jakob can't be the best in the 5000 because he doesn't run enough time trials for his liking, because he needs to give his opponents more opportunities to beat him and he needs to show he can win multiple different styles of races
