This might be somehow true for Maduro, but definitely not for the presidency of Hugo Chávez (who was democratically elected and also won referendum), during which Venezuelan oil was primarily provided to Cuba in exchange for Cuban medical aid and teachers. It was a win-win situation not only for Cuba and Venezuela, but also for other Latin American countries who benefited from the Venezuela funded Cuban doctors.
I’m a rather conservative guy, but I’m honest enough to admit that Chavez had a very strong popular support and that what he got from Cuba was primarily medical aid and not security services. I’ve been living in several countries in South America, and happened to meet 3 Cuban doctors who were not only excellent physicians but also very emphatic with their patients and not at all engaging in political activities.
The World is not simply divided between the good and the bad guys as you may believe, the reality is slightly more complex.

An ICE agent who commanded her to leave the area. She complied and was assassinated by a ICE agent who was desperate to fondle a blonde white woman.
In retrospect it was kind of suspicious when the president hired 80,000 guys with masks and machine guns and sent them to cities that didn't vote for him.
