Get all USATF athletes to sign contracts saying if tested +, money for the previous 10-15 years or heck since they turned pro of performance bonuses need to be paid back above minimum wage to the parties if inclined.
Put it on everyone to ensure a clean sport.

At this point, it's pretty clear Kipchoge's name was only put out there because of people's morbid desire for worst case catastrophes. And that goes for most of the names on this thread too, it's full of wish lists, not legit rumours.
We know there's at least one semi-prominent Kenyan name pending, but I feel people will be disappointed when it's announced. And then they'll try to make them seem bigger than they are.

I don't think anyone would be surprised if another Kenyan world record holder or Olympic champion would be doping.
