Obviously because Bomar has 10 plus years of coaching experience and as you stated Mitchell has zero. Was that a serious question?
Then why was Mitchell offered the job first if Bomar is more experienced?

Central Carolina Community College is looking for a new Head Cross Country coach. CCCC is one of only two programs in the state of North Carolina to offer Cross Country, and is hoping to add Track and Field in the next few years. 2018 was the first year the school had Cross Country and the team was made mostly of kids at the school that wanted to run, but they are looking to build and promote the program.
Central Carolina Community College is in Sanford, NC and located less than 40 minutes from most major cross country and track programs in Wake County. Being the closest Junior College to the hotbed of distance schools in the state, the right guidance could really see the program succeed. And if they add track and field in the next few years they will be one of the only JUCO options for some of the top track and field athletes in the state.

Are the Ivy League schools D3?

The Ivy League athletic conference is like D3 in that the conference members all agree that they will not grant athletic aid.
But the league is classified as Division I. I believe the Ivy League and the service Academies are the only institutions allowed to do this. All other
DI schools have to fund scholarships to a specified minimum across the athletic conference.

Took a while to announce officially

Distance kids can't get screwed any worse after a throws coach was Head XC coach.
Same goes for when a distance head coach runs a program for the throwers... Never good...
Is the general opinion that Coach McDaniel left the WCU program in better shape than he found it?
No one cares.

... looks like they showed so much concern for their programs that they didn't even get the new head coach's sport right...
