He was talking about building aircraft carriers. Aircraft carriers have used steam powered catapults for generations. They work great. They're cheap. They're very easy to fix.
The DoD put new magnetic catapults on the new aircraft carriers. They cost hundreds of millions of dollars and they don't provide enough added benefit to justify the gigantic cost increase.
More importantly if they break you have to return to port while navy mechanics on the ship can fix the steam catapult at sea.
