I have little doubt the effect will be violent. I’d prefer that it be optimized for desired results on the drug trade, though, and while lethal force and preferable outcomes aren’t necessarily mutually exclusive, it’s often simple-minded demagoguery to potentially conflate the two.
The prohibition against killing combatants who are in the water and unable to fight is primarily coded in the Second Geneva Convention of 1949, specifically Article 12. These individuals are considered "hors de combat" (out of the fight) and are classified as protected persons under international humanitarian law (IHL).

There needs to be peace in Ukraine. I don't care how it's achieved. If America has an actual financial interest in it (not just "muh Russia bad"), long-lasting peace is MUCH more likely.
