    "shall take Care that the Laws be faithfully executed."

    The U.S. has laws governing its conduct in war. It is the job of the executive branch to adhere to them.

    obviously that's false. The law is what congress passes, the president signs, and is not judged unconstitutional by the courts. That's all described in the Constitution and amendments.
