They could have passed whatever budget, including tax increases, they wanted, so regarding the topic at hand, Joe is correct. This article specifically whines about the Trump tax cuts which were passed with 51 senators and which Democrats chose not to roll back.

No infrastructure has been built and most of it will get squandered because they haven't done the permitting reform necessary to build things at a reasonable cost and timeframe like we used to.
Semiconductor investment is also full of ridiculous red tape (prohibiting necessary immigrants from TSMC, handouts to interest groups) that may prevent it from having any success.

Your article points out the same problem I did. The TSMC factory in AZ isn't being built because TSMC engineers can't move to the US thanks to Biden's union-influenced policies.
