Chebet just didn't know how to run Boston as well as Meb. He lost 23 seconds to Meb between 25 and 30k, when he should have been making up ground:
Here are their splits at: 25k 30k 35k & 40k
Keflezighi
1:16:00 1:31:10 1:46:37 2:01:49
Chebet, Wilson
1:16:58 1:32:31 1:47:28 2:01:57
That was the difference. He could have easily made up the 11 seconds he needed between 25 and 30k.
Meb covers it in 15:10. Chebet in 15:33.
But Chebet's worst split was actually 15-20k: 15:40, a 22 second loss to Meb's 15:18.
Just dumb running.

Seems to me what you point out indicates something other than "just dumb running".
Approximately 35 minutes after Keflezighi crossed the tape, Skechers VP Rick Higgins texted Adam Goucher. “I said, ‘Let’s announce Kara. It will be huge impact. Call me. Timing is everything,’” Higgins recalled, reading the from text he had sent to Adam.
After checking with my spiritual advisor (Ryan "Lead from the Rear" Hall) “I [didn’t] want to do anything that would overshadow Meb. What an awesome thing he and Ryan had just done.” Goucher said she waited and signed the deal Tuesday, April 29.

If he was fit enough to do that then there is no excuse for a 15:40 split 15-20k (or the 15:33), other than poor pacing/dumb running. It wasn't because Meb was fitter, rather that he was smarter and had better pace discipline.
