Evens state as big as Texas, no Texas athletes contributed to any points. It's not so much coaching, but being the very best best travel agent. What is the penalty for a university if a sport fails to meet sponsorship requirements? Not having enough athletes on the roster to participate in a sport.
Who is in charge of the punishment? The conference? NCAA? Who notifies them? Is it a self regulating issue?
It's multifaceted. In-season, a school that hasn't met sponsorship as determined by their level will not be allowed to compete at NCAAs [usually they're issued a warning a week or two before the qualifying window closes, so it's not a secret or surprise]. Some conferences have historically also dropped teams from the Conference level championships - that's not consistent nor required though.
Then the fine comes down to the Athletic Department from the conference office. I'm not sure how it's communicated to the conference to start that process though.
Not self regulated, and can be very costly for a school both financially and performance wise.
Limit the amount of international each team can have at the junior college level. Put the community back in community college. Even if it’s based off a percentage

Maybe one of the dumbest statements ever. Check the facts - some of the greatest American sprinters still running today went to SPC. Ever heard of Fred Kerley? Vernon Norwood? Those guys will tell you SPC saved their lives. Countless Texas/American athletes ran for Beene. Hate to break it to you, but International athletes are all over the place - Texas Tech just won indoor title with 14 international men. 1/2 Florida’s ncaa team is foreign. Don’t even get me started on all the internationals running XC and distance. Get a clue brosky…maybe Learn a book, bruh. Why you mad bro? Beene F you up back in the day?

Yes in juco a lot of those are older than your typical American graduate. yep those jucos mentioned play the international game well. Maybe instead of whining on a message board ask yourself why? Maybe if a juco could sign Nico Young out of high school they would. Yep I bet the next Katelyn Touhy is rushing to visit the local juco to run for them. I bet the 500 American kids they text or call or visit each couple months are breaking down the door to visit the juco down the street. I bet they can’t wait to go juco with all the stereotypes about juco. Hmm 🤔 Man I bet that would be easier than then all the documents needed for i20s and embassy visits for those kids that don’t even know how to use a computer. Odessa made a great pick. Coach Beene is a fantastic coach - he had it going at South Plains and there is no reason he can’t do it again. He took a break for a year then went back to HS and now making his way back to Juco where he dominated for 10 years…never lost a men’s outdoor title for a decade. That’s legit stuff. Can’t wait to see where it goes.

This is by far the dumbest argument. Clearly the Touhy type is not going juco. However, there are Lots of coaches in Juco who take a 4:30 miler, and turn them into a 4:10 All-American, and 5:25 girl and she becomes a 4:45 All American in the 1500. Those are the ones who are coaching. Those are the ones I recruit. Clearly in anything, play the game and find your way. Some of those juco coaches walk around and flaunt their national coach awards, as if they're coaching, but everyone knows they don't. They do take the easy way out, they go home as team champions, but they know without their 30 year old foreigners they would get beat by top level high school teams. They could easily recruit those mid pack runners who are not going D1 or D2, and develop them, you know, coach them. But they don't because they cannot. So yes I do find it comical when I'm at a meet and observe those travel agents.

I don't know if there is a single one, two years or less removed from HS. Definitely not lots.
The job is winning. Talent is key. American distance is not going JUCO. So, you can be 2nd rate, or get the talent to be competitive.
The best have a mix. Because if you cast a wide net you can get a few internationals to run sub 25, but the teams with depth are pulling from everywhere.

I do not coach juco, but have recruited them. I much rather recruit those that show progression, and I've talked to other juco coaches they're much happier coaching and developing athletes. They, like myself, laugh at those "coaches of the year" who can Only do it with foreigners. Developing and having good results is a better accomplishment than winning a track team title with foreigners. That's like taking my university team and racing them at a high school state meet, what do you think the team outcome will be. Definitely not misinformed on the age. While I, or anyone cannot say the exact age, just look at some of the athletes. They are grown men and women, it doesn't take DNA samples to see the difference between a 19 year old, and a 30 year.
