This fungible currency theory is simply not true in the context of healthcare benefits and shows a total misunderstanding of governmental fund accounting. If this were actually happening, it could be solved with a federal audit of how these funds travel through the state spend. If the issue is important enough for Republicans to shut down the government, wouldn’t they want a federal audit to quantify the impact of the issue? The reality is, it’s easier for them to broadcast an easily disprovable lie and rely on the unquestioning belief of their followers than to actually investigate, quantify, and solve this issue that doesn’t exist.
