I'm not sure you are correct. I see the forfeiture provision. I agree with you that there isn't the usual references to maximum possible incarceration or fines. But it does list 18 USC 793(d) and (e) both of which are felonies with up to ten years. Is it a requirement of an Indictment that it separately set forth the maximum incarceration penalty? Anyone?
I doubt they would criminally charge a case just to get money from Bolton's book(s). Then again, it's raging revenge-man Trump who runs the DOJ, so anything is possible.
One things stands out -- semi-retard Hallorans was not involved in the drafting.
The forfeiture only happens if they can prove monetary gains were made from the listed documents. Proving a link is unlikely. The only thing this indictment does is open the doors for Trump's DOJ endlessly investigating "links". Nothing will come of it, except that anyone who speaks out against Trump will face expensive legal expenses, and that is most likely objective.

That's a pretty detailed Indictment. Bolton may have a lot to explain. He will have to argue that hundreds of statements he made in these "diary" entries that he emailed to two relatives (wife and daughter?) about his daily work as National Security Advisor were not Top Secret/Confidential. That could be hard to do, depending how careful he was. One would hope that an experienced government official would not be so stupid or greedy and mishandle confidential information the way the prosecution says. But then again, we live in a world where an experienced government official stashed vanloads of Top Secret/Confidential document is a social club bathroom next to a Euro-style toilet.
One weird thing about the Indictment was it recited Bolton's public comments about Vance and Hedgesemth's idiotic Signal chat about the Hooth bombings. The prosecution thinks that makes Bolton look more culpable and hypocritical, and it may do so, but my immediate reaction when reading it was wondering why there's no DOJ investigation of Hedgesmeth going on for the same thing Bolton is charged with.
