In fact, the executive paying soldiers without the consent of the legislative branch is the single core problem the constitution was designed to address.
He directed the Department of War to make sure troops are paid. He has the ability to tell Hegseth what he should do.
And if Democrats fight it, do they really want to fight on the hill of not paying our troops? He's already gotten them to fight to allow men in women's sports...
