It's all starting to make sense now. There were two probable elements in the recent decision to decide whether Kenya should be banned. Firstly, Kipchoge tested positive in Kenya. Secondly, he is appealing and Athletics Kenya wont make public his positive. Both things probably tipped the AIU and World Athletics to come close to banning Kenya. One of the things that Kenya has 'promised' Coe is that in future, they will make public all suspensions.
The main players each have a fair share of blame for the sordid business of doping that has sullied the image of Kenya. The Anti-Doping Agency of Kenya has sanctioned another 31 athletes.

The only person that I can think of, that would rise to the level of a Lance Armstrong as a Titan in their own sport, and in terms of international fame, is Tiger Woods. Golf does do some drug testing (VIjay Singh popped a few years ago for deer antler spray). Clearly, Woods is past his prime, but so was Armstrong when he got busted.
Woods was known to have seen the disgraced Dr. Anthony Galea, who was caught smuggling HGH across the US/Canada border, per ESPN. A bust wouldn't seem as a surprise and it would fit with the OPs description.

I always laugh when people say there are dopers too big too fail. They busted 100m champs Johnson, Jones,Gatlin and seemingly 50% of the 1500 champions in recent years, big marathon stars., etc.
