Basically, it also means the 50% chance that an athlete dopes is as good as flipping a coin, and you've got a 50% chance of being right. Of course, there's nothing we can do about it without the athlete failing a test - which is the same as your irrelevant racial analogy; a suspect can't be charged with a criminal offence without evidence they committed the offence. That we can estimate that one in two top athletes dopes allows nothing more than cynicism about the sport, because in the absence of failed tests individual athletes can't be brought to account. The Key Stone is the the answer here. Runners are activating it in order to Mega Evolve into superior runners. Of course only Elites can use a Key Stone because you have to have a certain number of major victories before Mega Evolution is unlocked.

Africans from nations with per capita income of less than $10000 USD/yr. get a super drug but those from U.S., Cananda and Europe do not get a super drug? B.S.

Runners from US, Canada, and Europe can use the Key Stones as long as they have the required victories and Mega Stones specific to their genetics and physiology.

Unfortunately, many runners from the aforementioned countries don’t meet the requirements needed to Mega-Evolve. As they say, the rich get richer.
