This is EXTREMELY confusing...why would there be a difference between a failure to file proper information and a missed test ? You don't file or file incorrect information and you're picked for a test (or they notice you haven't filed) = missed test on that day, end of story.

Why encourage cheaters (or at least people who don't follow the rules) by giving them an extra 3 months to the existing 12 month period ? If anything, if you're caught not filing any info then you should LOSE 3 months, i.e. the date of the "error" should be post-dated to the end of the term.

I hope the IAAF appeals this in a hurry.

The Bottom Line is: Coleman can't violate whereabouts again until January 16, 2020 (or at least if he does, he'll need another anti-ADRV lawyer's argument). That puts some pressure on him.

So they did attempt to test him that first time, but he wasn't where he said he would be. How in TF is that considered a filing failure versus a missed test? Am I not mistaken that the rules are written such that you can miss a test and simply claim you forgot to update your whereabouts and then it doesn't count as a missed test, but instead a filing failure? I would have assumed a "filing failure" meant you failed to file at all and therefore you get a strike against you on day one of that filing period. This makes it sound like WADA is run by amateurs.

If I'm understanding this correctly an athlete can game the system by calling their initial missed test a failure to file "oopsie, my bad" and then whatever the last missed test is you still want to call it a missed test because then the date is further from that initial failure to file date, right?

If anything, a failure to file violation should be dated to the final day of that quarter, not the first day. WADA/USADA are either getting played or setting this up to give athletes an easy out. Either way, how are these amateurs getting millions of dollars of funding?

seems to me like Coleman and his crew know the rules better than the officials and knew he could afford to miss another test in the rolling 12 month period so they had him on the gear.

Question to lawyers: Would Coleman have any success with a civil suit asking for damages due to defamation and potential lost future income due (hard to calculate) due to insinuation of doping?

I would still contend Coleman should be suing USADA. He was not allowed a chance to win the final diamond league meet. Did he miss other races as well? Plus he now has a major stain on him that will absolutely cost him even more than that potential money he could have won.

Additionally he must not "forget" to file his whereabouts until March 31st, 2020 since that would be backdated to January 1st, 2020.

I think the USADA PR should have EXPLAINED that an athlete must file his whereabouts at the BEGINNING of each quarter and then "update" them if things change during the quarter (as they should). It seems here that he failed to file any info on April 1st, 2018 ! How can that have happened ? Nobody told him about it ? Was it the first time he was supposed to file info in the whereabouts system ?

You are wrong. A test was actually missed and Coleman did file his whereabouts info prior to that missed test. Coleman just forgot to update his info after the first filing which is why it is a failure to update and not a missed test. USADA discovered his failure to update his whereabouts because they tried to test him on June 8 and couldn't because he wasn't where he originally said he would be. So he missed a test. But they're not calling it that because the only reason he missed was because he "forgot" to update USADA on where he would be that day and not because he was intentionally trying to dodge the testers. 1) how do we know he missed a test for the first test? If he had filing info on file and they tried to test him, he shouldn’t be allowed to say ‘ this isn’t a missed test I had the wrong info filed’ everyone could do that and get the tests to be backdated .

So has anyone been prosecuted for missing a test April 3, 2018 , June 1 , 2019 and then not updating their where about a on June 30th 2019 (which would be backdated to April 1 2019)? No way in hell would that prosecution stand.

It's completely inexcusable for USATF to screw this up. How do you announce a ban without having crossing all your T's and dotting all your I's? This just shows the total incompetence of the USATF and bureaucratic mess that is anti-doping in general.

That being said I'm not going to get excited about seeing Coleman sue USATF because he may very well be doping. He is definitely guilty of negligence and is getting off on a technicality. He may not be guilty but he is not innocent.

I don't know if someone has a summary on exactly how the process works for updating your location for random testing is. How late can you update your location, can you do it the day before. And how close do you have to be to the location you give? I'm trying to understand how it would work for someone like me who works full time and may not know where I'll be for work until sometimes day before or day off. I generally will be somewhere in the LA or orange county. If I were good enough to be in the testing pool could I give my home address and the tester could call me at the time of the test and If I was an hour or hour or so away they would come to meet me or I could come home after whatever work I was finishing to take the test.

When this tester went to check where he was traveling to for this test he realized there was no recorded whereabouts for Coleman on that particular day.

I do believe Coleman was probably tested earlier in Q2 of 2018 on dates that his whereabouts was filed properly.

I could be wrong but that's my interpretation of what happened, however why USADA wouldn't have a system to check on the first day of the quarter whether all the athletes had filed their whereabouts on all days for the quarter is beyond me.

This was indeed VERY INCOMPETENT by USATF. At least we know Coleman missed the test and there's some speculation, but the reality is, this could be happening ALL THE TIME, but because there was no press around it we'd never know. It almost makes me want to give CC this benefit of the doubt in not holding these whereabout failures over his head.

What if Noah Lyles, Clayton Murphy, and Lopez Lomong last year were all in the same situation, but USATF realized the circumstances and we just never knew about it?

Also, the rule is stupid to begin with. When you file quarterly that should just be a general basis of where you're at, but runners should need to update there whereabouts every week at least. I realize it may be annoying for lower tier athletes in the testing pool who work part time jobs and don't get paid a ton, but if we have athletes signing six figure salary and multi-million dollar contracts, doing a little paper work every week or 3 days should not be that hard.

I think if you've gotten top 3 at a US championship in the past 4 years you should be required to update whereabouts every 3 days even if you don't change location. Doping is going to continue to be easy if the system is the way it is now.

They have none. That’s why it’s suppose to be done independently. But. Uhhhh....

You can not miss a test if wada does not know where you are supposed to be on the date they want to test you because you never filed the where you'll be on that date update to the paperwork you did not file for that quarter. The only date they can use is the date you should have filed on.
