You have plenty of speed assuming your 200m time is accurate. You need at least a 27.5 to break 60 in the 400, so at this point it tells me two things:
1. You go out too hard and need a better race strategy (The 400 is very technical)
2. You have poor speed endurance and need to work on this
If it’s #1, go all out for the first 60m and maintain this pace you built (yet don’t try to go faster until the 175-200m mark. Then dig into the curve and give it your all to the finish. Proper form mechanics are critical; especially the last 100. Knee lift and pump big arms)
If it’s #2, the other poster listed some decent speed endurance sessions you can try. Classic workouts like 3x300m or 4x150 @ 95% with max recovery are good for lactic build up and speed(or special) endurance.

One more thing for race strategy, your first 200m should ideally be ~ 1.5 seconds slower than your PB. The 400 hurts, but embrace it.
