Does the success of Jakob and Galen Rupp demonstrate that the lab-rat approach is necessary??

About as well as it did for Rocky, considering they're both fictional characters and not real athletes.

I would add a level of nuance to this and say elite runners need enough $$$ to have a lot of TIME. As long as they are sponsored and dont have to worry about money, then they can train 100% of the time. Not sure what that salary figure is, but it only has to be enough so that they can go full time.

The lab rat stuff is bells and whistles that has a vague and uncertain correlation on outcome.

Forgot to mention that starting age is more of a determinant of success than any bells and whistles. Look at Haile G, Bekele, Rupp, all started at an early age and continued to train consistently for 15 - 20 years.

Look at Dickson Chumba, who started in his early 20s and ran 2:08 within three years.

Yeah, this is either a poor trolling attempt or a nostalgic baby boomer. Galen would stomp out Shorter and Rodgers at any distance, any day, and make it look like an easy workout.
