Monaco in past years has had better weather for sprinter. This year was good but not particularly perfect as you put it.
You're trying to put Ramil on par with Lyles and it doesn't add up. It is very reasonable to think Guliyev would have been outclassed( if Lyles were able to contest this race) because that what he's done this past season and a half.

Again, lording a world title and a semi important continental championship over Lyles is laughable considering the fact that Guliyev defeated no one of import save Van Nkekerk( who had 2 200m rounds and 3 400m rounds in him.)
As was already mentioned, a recovering Lyles beat the newly crowned WC in a race where prize money was on the line. I'm sure Guliyev didn't care about it, right?
Wins on the circuit against top ranked opponents boost earning potential, so keep poo pooing it.
But the bottom line is Guliyev simply isn't in Lyles league. He'd be better to worry about a resurgent Steven Gardner, a Michael Norman and an Akeem Bloomfield before challenging Lyles can even be a thought. So he can keep those 2(1.5) titles against virtually no one until he proves himself against their likeness moving forward
